A La Niña winter may turn into a La Niña spring, the National Oceanic and Atmospheric Administration’s Climate Prediction Center says. La Niña conditions, which emerged in October, have a 90 percent chance of persisting through the winter months and a 50 percent chance of continuing through spring. La Niña means we're in the negative phase of the El Niño Southern Oscillation, or ENSO. La Niña is defined as cooler than normal sea-surface temperatures in the central and eastern tropical Pacific Ocean that impact global weather patterns.
